This position is for a Grading/Earthwork Estimator. Experience with Underground Utility Estimating a plus.  Responsibilities include business development; management of the estimating/bidding process both private and public work in Southern California; Project Management; liaison with Project Managers/Field staff on purchasing and managing projects once contracted; and maintaining bid files, historic cost library, subcontractor lists and relationships.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Business Development

  • Market company services to new clients
  • Maintain Company Brochure
  • Evaluate markets and make recommendations to upper management on trends and margins
  • Establish project estimates, budgets and schedules and assign projects to estimators in the department
  • Ability to perform, train and supervise quantity take offs from bid plans
  • Ability to understand and analyze Soil Reports
  • Manage the collection of material, equipment rental and subcontractor pricing
  • Write accurate scopes of work, terms and conditions, exclusions and inclusions for bid proposals
  • Review estimates and present to management
  • Produce and present Project Bid Proposals to prospective clients
  • Assist General Contracting Division in bidding and review process
  • Maintain library of Specifications and Product Brochures
  • Update Labor and Equipment Bid Rates, Rental Rates and monitor & apply changes in Fuel costs
  • Organize and Maintain Project Bid files and Estimating Log
Project Management
  • Coordinate pre-job meetings with Cobalt Staff and Clients
  • Make timely, cost effective decisions, visit projects sites and analyze work in progress
  • Obtain Subcontractor Quotes, Negotiate & Write Subcontracts
  • Provide Value Engineering assessments and review the assessments of estimators
  • Maintain positive relationships with staff, subcontractors, vendors and clients
  • Manage the process that provide Project Books to Field – Scope of Work, Plans, Budgets, Codes, Purchase Orders, Quotes, & Subcontracts
  • Hold pre-job bid review with field staff
  • Support field with pricing and cost support (change orders and potential change orders)
  • Support field with scope of work clarifications
Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Heavy civil estimating construction experience. Rough/Fine Grading, Export, Import, Backfill, etc.
Thorough understanding of the use and capabilities of heavy earth moving equipment

Local Knowledge of the construction industry and universal building and construction codes, APWA and Green Book
Ability to accurately take off quantities and bid projects
Ability to read and define blueprints
Ability to make timely, cost effective decisions
Knowledge of soil mechanics and soil report evaluation.

Bachelor’s degree in a related field, and /or seven or more years as an estimator, three years as a chief estimator,

Computer including MS Windows, Word, Excel, Explorer, Project, and Outlook, digitizer and Hard Dollar software.  Ability to operate and work with general office equipment.

Ability to read, analyze, and interpret plans, specifications and soil reports, financial reports, and legal documents.  Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.   Ability to effectively present information to top management, public groups, and/or boards of directors.

Ability to apply advanced mathematical concepts as necessary to provide accurate quantities, costs and pricing.

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
